The Schools and Libraries Universal Service (USAC) program, commonly called E-Rate http://www.universalservice.org/sl/, mandated by the Telecommunications Act of 1996 provides $2.25 billion annually in discounts to help schools pay for telecommunications, Internet access, internal school network infrastructure, and basic maintenance of internal network . The E-Rate program pays 20-90 percent of eligible products and services based on the poverty level of the school as measured by the number of students eligible for the national free and reduced lunch program.
