The Schools and Libraries Universal Service (USAC) program, commonly called E-Rate http://www.universalservice.org/sl/, mandated by the Telecommunications Act of 1996 provides $2.25 billion annually in discounts to help schools pay for telecommunications, Internet access, internal school network infrastructure, and basic maintenance of internal network . The E-Rate program pays 20-90 percent of eligible products and services based on the poverty level of the school as measured by the number of students eligible for the national free and reduced lunch program. Schools must then pay only the difference between the cost and the E-Rate discount.
